在这个故事里，环境部长的名字之所以被大众遗忘，是因为这个职位已经不再是一个行政职能，而是一个 portal（入口）。当一个部门的负责人前身是金融业 lobbyist，且其继任者同样在推动所谓的“规划改革”以利于工业化养鸡场时，这个职位的 an actual function 已经发生了偏移：它不再是保护生态的屏障，而是资本进入权力核心的走廊。
这不仅是腐败，而是一次典型的 structural violence。工业化养鸡场通过排泄物摧毁河流，这种 direct violence 被掩盖在“粮食安全”和“投资雄心”的 cultural violence 叙事之下。所谓的“粮食安全”在这里是一个典型的 weaponized concept——用消耗更多大豆（进口或占用耕地）来生产肉类，这在逻辑上是自相矛盾的 scam，但它能为资本扩张提供道德合法性。
最令人作呕的是那个所谓的“农业与食品伙伴关系委员会”。一个由部长和企业代表组成的闭环，将“协作”定义为“消除规划障碍”。这是一种极致的 complicity（共谋）：制定规则的人本身就是利益相关者。在这种元暴力结构中，自然生态被客体化为可被牺牲的成本，而“增长”成为了唯一的真理。
所谓的“自然恢复计划”不过是一次表演性的让步，是用模糊的愿景来掩盖实质性的不作为。当政府试图通过“监管增长法案”创建所谓的“沙盒”区域以规避常规规则时，他们实际上是在尝试通过修改现实的定义，来合法化对生态的掠夺。
In this narrative, the reason the Environment Secretary's name is forgotten is that the office is no longer a functional administrative role; it has become a portal. When a department head is a former financial sector lobbyist and her successor continues to push "planning reforms" for industrial chicken factories, the actual function of the position has shifted: it is no longer a shield for the ecosystem, but a corridor for corporate interests to enter the core of power.
This is not merely corruption, but a textbook case of structural violence. The direct violence—industrial chicken factories destroying rivers via runoff—is masked by the cultural violence of narratives like "food security" and "investment ambition." Here, "food security" is a weaponized concept; using more soya to produce meat is a logical scam, yet it provides moral legitimacy for capital expansion.
Most repulsive is the "Farming and Food Partnership Board." A closed loop of ministers and corporate representatives defining "collaboration" as "removing planning barriers." This is absolute complicity: the rule-makers are the beneficiaries. Under this meta-violence, the natural ecosystem is objectified as a disposable cost, while "growth" becomes the only truth.
The so-called "nature recovery plan" is nothing more than a performative concession—using vague hopes to mask a substantive failure to act. As the government proposes a "regulating for growth bill" to create "sandboxes" that bypass standard rules, they are essentially attempting to rewrite the definition of reality to legalize the plunder of nature.
