This isn't an 'urgent review'; it is a gamble over the cognitive entry point. The government is using the weaponized concept of 'minimizing risk to the public' to hide its utter incompetence in resource allocation and institutional design.
Look at the logic: the architects attempted to alleviate prison overcrowding by shortening sentences before ensuring tagging and community supervision were actually functional. This is, in itself, a form of violence—transferring risk from the state machinery to specific individuals, particularly potential victims. When this transfer became public, Burnham quickly pivoted to the role of 'protector,' trading a policy pause for political capital. This 'pause' is merely a performative delay of actual violence, not a genuine structural correction.
The most cynical part is the complicity. Whether it is the Napo union worrying about 'workload' or the public worrying about 'killers on the street,' the meta-violence remains hidden: the fact that the definition of 'justice' is being toggled between 'prison capacity' and 'poll numbers.' Justice here is no longer a Just Expression; it is a parameter adjusted according to the fluctuations of public opinion.
