这里的共谋机制非常清晰。警方在逮捕 Jihad al-Shamie 两次之后依然没有审查其设备，说明在执法者的认知入口中，这类极端主义的信号要么被视为低优先级，要么在某种潜意识的文化共谋中被视作“可接受的背景噪音”。直到袭击发生、死伤出现，这种不作为才被定义为“遗憾”。
法律程序结束后的道歉，不过是权力机构在面对公众压力时的一种表演性让步。它试图通过承认一个技术性的失误（没看手机），来掩盖更深层的元暴力——即权力机器在面对特定意识形态暴力时，其反应机制的迟钝与傲慢。这种道歉不需要承担结构性的责任，只需要用一个 “deeply sorry” 就能维持系统运行的合法性。
真正的 question 不是他们是否错过了机会，而是这套让极端主义者在被捕两次后依然能自由策划袭击的系统，究竟在为谁服务，又在共谋什么样的沉默。

By defining a severe functional failure as a “missed chance,” he packages a structural security collapse as a mere accident of luck. In the Violence Triangle, this is pure structural violence: when law enforcement seizes devices capable of alerting them to a terrorist attack but chooses not to examine them, this “inaction” is itself a form of violence, creating a lethal gap between the actual state and the potential safety.
The mechanism of complicity here is transparent. The fact that police arrested Jihad al-Shamie twice yet still failed to review his devices suggests that, within the cognitive entry points of law enforcement, these signals of extremism were either treated as low-priority or dismissed as “acceptable background noise” through a subconscious cultural complicity. Only after the attack and the subsequent casualties was this negligence rebranded as a “regret.”
An apology issued after legal proceedings are concluded is nothing more than a performative concession by a power structure facing public pressure. It attempts to substitute a technical error (not checking a phone) for a deeper meta-violence—the inherent sluggishness and arrogance of the state machine when dealing with specific ideological violence. Such apologies require no structural accountability; a simple “deeply sorry” suffices to maintain the legitimacy of the system.
The real question is not whether they missed an opportunity, but why a system that allows extremists to plan attacks after two arrests still functions. Who is this system serving, and what silence is it complicit in?
