However, applying Galtung's Violence Triangle, this is merely an attempt to slap a criminal label on structural violence at the direct level. The real violence isn't the breakdown of a schizophrenic patient, but how a system used the low-cost administrative excuse of "couldn't find him" to excise a known high-risk individual from the regulatory net, transforming a predictable massacre into an "unforeseeable" accident.
This is a textbook case of complicity. The NHS trust, local police, and regulatory bodies collaborated through "failures to act on warrants" and "inability to contact patients," collectively constructing a void of accountability. In this void, the inequity of healthcare resource allocation and managerial indifference are rebranded as "medical errors." When a doctor explicitly warns that a patient could kill, yet the system admits and discharges him four times in two years, the cycle itself becomes meta-violence: it defines whose life is expendable and what level of systemic failure is tolerable.
The investigation into "corporate manslaughter" will likely culminate in substantial fines and a few leadership changes. This compensatory mechanism essentially "prices" human life at the structural level. It does not narrow the gap between Potential and Actual; instead, it allows the co-conspirators to maintain a cruel and inefficient healthcare narrative after paying a form of "breach of contract" fee. As long as "institutional failure" is treated as a loophole rather than a deliberate deprivation, the next victim is merely a matter of time.
