This is a classic weaponized narrative. The government uses one 'non-release' exception to legitimize a loophole for thousands of others. For the victims' families, this exception is a minor individual consolation, but for the social safety structure, it is a dangerous complicity. It uses performative toughness to mask the incompetence of a system that failed in resource allocation (the lack of investment in the prison estate).
Ironically, the same logic is operating elsewhere: offsetting domestic bus fare caps by slashing international climate grants, and masking budget holes as 'reprioritizing.' Whether it is the release of prisoners or the diversion of climate funds, it is the same game—using short-term, localized, and visible 'benefits' to hedge against long-term structural collapse. This 'patchwork' governance is nothing more than the logic of meta-violence, creating pockets of 'Just Expressions' to maintain a global state of plunder.
