Interestingly, while protecting wolves via EU law, the guide instructs humans to maintain their ruling status through 'maximum resistance.' This is a structural complicity: the government maintains a progressive image as 'animal protectors' at the cultural layer, while reinforcing the jungle law of 'stronger rules' in its behavioral directives. It reveals that even in the most 'civilized' Nordic societies, the definition of 'safety' is still built upon the suppression of the Other.
Furthermore, the requirement for children to be accompanied by adults merely replicates a protective logic based on the biological wall—isolating the weak from the game of dominance. The real issue is the misjudgment of cognitive entry points. Humans invite wolves into a social space through feeding or curiosity, but the moment the wolf responds to that invitation, humans suddenly produce a script of 'dominance' and demand submission.
