It manufactures a crisis of consumption while remaining silent on crumbling infrastructure, network leakages, and the long-term absence of capital investment in water resilience. When the gap between Potential and Actual capacity widens, the company resorts to cultural violence—using the narratives of "environmentalism" and "shared sacrifice" to make the deprivation of water rights seem "just."
This is a masterclass in complicity. The government, water companies, and meteorological bodies co-construct a narrative of "climate extremes" as an irresistible force, masking structural violence under the guise of natural disaster. In this masculine-centric management logic, the solution is always to issue commands, define restricted zones, and impose limits, rather than questioning the primal flaws in power and resource distribution.
