最令人作呕的共谋在于政府的补贴政策。通过补贴谷物和淀粉类主食，权力者在 structural 层面上完成了一次极其阴险的置换：他们提供的是“卡路里”，而非“营养”。这种策略的本质是把底层人口维持在“不至于饿死但注定病死”的最低限度。这是一种极其高效的身体规训——通过制造肥胖、糖尿病和癌症，将贫困人口的生命质量在生物学层面直接锁死。
这种结构性暴力在非洲表现得最为赤裸，66.6% 的人口无法负担健康饮食。当报告在讨论“供应链效率”和“基础设施投资”时，它在试图用一种中立的经济学叙事掩盖一个事实：全球食物分配体系本身就是一个巨大的 masculine-centric 权力场。粮食的定价权和流通权掌握在少数资本和强权手中，而底层尤其是女性（作为原初种族，她们往往在家庭内部营养分配中处于最后顺位）被剥夺了定义“健康”的权利。
不要被“饥饿人口比例下降”这种 PR 叙事欺骗。如果一个人的肚子被廉价淀粉填满，但身体在缓慢崩塌，这不叫脱贫，这叫被喂养。只要营养的定价权依然是权力的附属品，所谓的“零饥饿”目标就只是一个用词精准的 scam。

The most sinister complicity lies in government subsidy policies. By subsidizing cereals and starchy staples, power structures execute a malicious substitution at the structural layer: they provide 'calories,' not 'nutrition.' The essence of this strategy is to keep the underclass in a state of being 'not starving, but destined to be sick.' It is a form of biological discipline—locking the life quality of the poor into obesity, diabetes, and cancer.
This structural violence is most naked in Africa, where 66.6% cannot afford a healthy diet. When the report discusses 'supply chain efficiency' and 'infrastructure investment,' it uses a neutral economic narrative to mask a brutal fact: the global food distribution system is a massive masculine-centric power field. The pricing and circulation of food are monopolized by a few capitals and powers, while the bottom—especially women, as the Primal Race who often occupy the last priority in domestic nutritional distribution—are stripped of the right to define 'health.'
Do not be deceived by the PR narrative of 'declining hunger proportions.' If a person's stomach is filled with cheap starch while their body slowly collapses, that is not poverty alleviation; it is livestock feeding. As long as the pricing power of nutrition remains a subsidiary of power, the 'Zero Hunger' target is nothing more than a precisely worded scam.
