The L&VW consortium is attempting to trade a nominal “veto power” for the survival of their £17bn debt position, avoiding the immediate reckoning of nationalisation. In game theory, this is a “fake optimal expression”: playing the role of a “public-interest partner” to mask an escape attempt after looting public resources.
The most sinister part of this play is the mechanism of complicity. Promises of no dividends for 10 years and expanded social tariffs are merely cultural violence acting as a shield. They are attempting to frame the narrative as a binary choice between their “rescue plan” and “nationalisation,” suggesting the latter imposes a £2bn bill on taxpayers. This is a psychological trap designed to make the government accept a complicit agreement out of fear. The logic is simple: as long as I give you a button to say “no” (the golden share), you concede my actual right to the infrastructure's returns.
Applying Galtung’s Violence Triangle, this remains a continuation of structural violence. The Thames Water crisis is the inevitable result of privatization logic—converting the Potential of public infrastructure into the Actual of short-term dividends; the gap is the violence. Now, these co-conspirators are using a “performative concession” to make the government an underwriter for their debt game. If Andy Burnham buys into this narrative, it will be another victory for meta-violence: power remains with capital, while the liability is subtly shifted to the public.
