This is a textbook performance of structural violence. EMR shifts blame to Hitachi's "reliability issues," while Hitachi hides behind the PR phrase "working closely." This loop of buck-passing masks a cold fact: the stripped travel rights of passengers and the squeezed wages of drivers are merely hedgeable costs on a balance sheet, but in reality, they are concrete violence. Violence = Potential − Actual; the vast gap between a functional public transit system and the collapsed timetable is a direct plunder of quality of life.
More cynically, this violence is weaponized at the cultural layer, framed as "unavoidable" technical failures or "irrational" strikes. When the DfT speaks of a "fair and affordable deal," they are deploying a definition of "fair" determined by the center of power. Drivers, attempting to reclaim a shred of bargaining power in their existential war via strike ballots, are cast as the villains causing "frustration" for passengers. This is a sophisticated complicity: forcing the service users and providers to clash within the same structural trap, while the actual rule-makers maintain a dysfunctional, exploitative status quo.
And then there is the fatal Bedford crash, which tears through all PR shields. When "performance issues" stop being about delays and start being about death, the masculine-centric logic of the system—prioritizing cost and efficiency over human safety—reveals its meta-violence: human life is treated as nothing more than a variable to be investigated after a system failure.
